The report set a target goal of having twenty percent of students, faculty, staff, and administrators be people of color by 1995\/1996. The report, which was motivated by the racial slurs painted across the steps of Lily Hall in October of 1986, was to be used to formulate a Smith Plan on how to effectively and concretely combat racism on campus.
