Welcome! I am an associate professor of government at Smith College. I received my Ph.D. from the University of California, Berkeley, and was a postdoctoral fellow at the Ash Center for Democratic Governance and Innovation at Harvard’s Kennedy School of Government. I conduct research on local governance in China and Taiwan and on subnational diplomacy between the US, China, and Taiwan, and am currently writing a book (with Kyle Jaros, University of Notre Dame) on the evolution of subnational US-China relations. My work has been published in PS: Political Science and Politics, Publius: The Journal of Federalism, Governance, Pacific Review, China Quarterly, and the Journal of Political Science Education. I am a fellow in the Public Intellectuals Program of the National Committee on US-China Relations, a member of the US-Taiwan Next Generation Working Group, and an Associate in Research at the Fairbank Center for Chinese Studies at Harvard. In 2024, I served (with Kyle Jaros) as Visiting Senior Fellow for US-China Subnational Relations at the Truman Center for National Policy.
